Bob: It was supposed to stop vibration. Actually, all it does is soak up moisture, cause rust on the side of the tank. Eventually it will rust a hole in said tank. I had this almost happen too mine. As Skip has said, it was a vibration damper. You wouldn't want to hear those end panels vibrate. Home Depot and others sell a blue woven fiber mat, for air conditioning filters. (Oddly enough, it also looks just like the horsehair pad that Moss sells for seat back padding). Other foam with adhesive backed products available for weatherstrip sealing.
