The starter on tc7483 has failed. I need to determine whether the
problem is in the field
coils or the armature. Blower suggested a continuity test on the field
coils, but it's not clear
that that will tell me whether they are bad unless I find an open
circuit. Any advise?

"Failed"? Is it that it simply does not run? Or that it attempts to turn,
but no go ?
If it does not run at all, your problem is most likely to be the switch.
Mine just failed and I know it is due to dirty contacts. They tend to
corrode over time. This can be readily fixed by removing the starter,
removing the switch, the contacts and resurfacing them.
If you are certain it is in the field coil or armature, take the unit to
your nearest generator repair service. They have the equipment to perform
the test and repair.

If it smoked and or barely turns, as Peter said, take it to a
generator/starter shop, usually the field do not open in a starter, and
if they short out the outside will really get hot. It is more likely in
the armature, but again you need someone that regularly works on them.
Make sure that all the brushes are touching, other than that, that is
about all you can do. Cheers Dean
