Sorry Chaps! There was (possibly still is) a series of childrens' picture books and I think an animated TV series called Noddy. Noddy and his friend Big Ears were always getting into trouble with a not very bright policemen called PC Plod, Hence Plod, a slightly pejoratative term for the police.
