They are a very nice DC power supply with adjustable voltage. The little potentiometer to the right of the terminal strip adjusts the voltage. One needs to simply attach a wall plug cord to the three 120 volt (or 220 if you flip the switch on the side) and attach jumper wires or plug to connect to the bike. This one makes up to 25 amps which is great for doing testing and battery charging. Want to test those new grip heaters to make sure that they work and don't quit after a few minutes? Put a voltmeter across the jumper or DC plug, adjust the potentiometer to desired voltage, connect to bike and it can be left powered on all day. The only reason to adjust the voltage is if you are doing something which wants lower output like maintaining a battery when it might be better in the high 13 volt range than mid to high 14's. Mine is the harder to find type with adjustable current also but that's no advantage and extra complication for most people. One can wire an LED voltmeter and ammeter + replace the little potentiometer with a panel type for convenience if doing much adjustment but most people will simply adjust once and good to go. These are self limiting in terms of current so will just shut off rather than burn out. Only problem I've experienced is hooking the 12 volts up in reverse which blows the little fuse inside. Only done once and if to again will wire in an external fuse holder. Happy to help if someone wants more information. These are on Ebay and other places also. I haven't bought this one but looks the same as the ones off Ebay. I use mine for charging odd stuff like 6 volt batteries on old trail bikes and running various odd electrics also.

off topic related to -balancer shaft bearing failure 2013
It's good to have feedback as am finding that it takes a bit more effort every year to post stuff. I hate it when someone gushes and tries to label me as some sort of hero or remarkable because it simply isn't true but do appreciate hearing whether I'm wasting my time. A recent Facebook thread in which a couple of....best you supply your own word...dumped on me for posting too much information or the like just makes me drop the group. Holy crap! When someone is making an effort to try to be useful, why crap on them? Just don't read it.
I have noticed though, from talking with a lot of people off line and in my garage, that most people have much more to contribute than they recognize. One may not know the technical aspects of a system but can absolutely explain what their experience has been while providing context/background. When I hear someone whom I respect stating their preferences, I always listen. I know several friends who won't post information but who have so much they could provide. One guy, for example, has several KLR650's, several KLR250's, just sold an very new KLX250 and has a nice KLR600 but doesn't post many photos and impressions.
Has anyone seen the plastic rear shock shield used on the KLR600, for example? Very nice system and far more elegant than the rubber inner tube flap I use. Next time have the rear wheel off mine I will look at making one from Lexan. It would really expand the tech if people would post this kind of stuff, IME.

On @$$book ["lik me on @$$book"] it's those BANGs !!!!! that grab that typical reader. At least, when I look to other posts for examples it's the !!! that predominate. Oh, excuse me and never mind, I seem to have misplaced my geriatric meds again.
