...It makes a big difference on the heat coming off the pipes....

I think that washer kind of disappears and then the thing rattles because there is space that the washer took up that is now just space.
My solution was to grind down the bolt that holds it and tighten it down and put it metal to metal. I'm sure it isn't as good a heat shield now, but it doesn't rattle any more, so I got that going for me!
