Note that a headlight modulator is not "flashing" as it never goes off.
This is a case where feds trump state law and there is a CFR that prohibits
a state from making illegal a properly operating modulator.
Jim is right about flashing lights - but a modulator is not one.

Not true...Modulators are legal in all 50 states.
See the following statements from two manufactures:
Signal Dynamics Corporations has just released their totally new and unique
"Diamond Star Headlight Modular"! With Daylight Running Lights becoming
standard equipment on new cars, motorcycle headlights are becoming less
conspicuous. The U.S. Department of Transportation, after in-depth studies
has determined one of the best ways to help motorcycles be more noticeable
is to install and use a headlight modulator. The "Diamond Star" complies
with, and exceeds U.S. DOT standards, and because headlight modulators are
now authorized by federal law, they are legal in all 50 states. The Diamond
Star is totally high tech in appearance and functionality. With the Diamond
Star installed, your headlight's high beam (during ambient daylight
conditions) will automatically modulate at 240 cycles per minute. It also
has a "Heads Up Traffic Alert" feature. This modulates the headlight for 3.5

S7.9.4) allows motorcycle headlight modulations systems all 50 states

Title 49 USC 30103(b1) (US Codes) prohibits any state from forbidding a
system that conforms to FMVSS 108.
Canada prescribes the same standards as the US and allow modulators meeting

I personally use a dual modulator on my ST1100 and will be adding one to my
KLR when time permits. They are best for cruising down the highway. You
can turn them on or off as desired. They all turn off automatically when it
gets dark.

The general consensus among MSF instructors and cops I have talked with is that a single flash of the headlights can be misinterpreted as a signal to proceed, given that American truckers use a flash oc the headlights to signal that it is OK to pull back into the lane ahead of them. I did not and do not flash my headlight for just this reason.
The Kisan unit continuously modulates the bright bcam at 4 cycles per second. The MSF specifically recommends continuous headlight modulators to improve a motorcyclist's visibility. I have never seen or heard a suggestion that a continuous 4 Hertz modulation does anything other than get drivers' attention. Police cars, fire trucks, and many other types of public safety vehicles use continuously modulated lights in the 2 Hertz to 4 Hertz frequency range as attention-getters, both in Europe and in the USA.. Nowhere in the USA is there a convention that a rapidly and continuously modulated light of any color means "proceed".

Speed reading through the posts a while back someone recommended the
product from Kisan Technologies Inc. I am this close to ordering the
P115W-S for my A-15 and wanted to double check the recommendation and
question the intallation and performance. It appears to be around a
C-note but IMO well worth it if it works. I often will slap the high
beam when I spy drivers ahead who may be thinking of pulling into my
path. With the modulator on the high beam this effect will be
dramatic. One step short of launching the wire guided rocket to
remove the obstuction if the as#*ole decides to pull out, still
looking for this mod though.

headlight modulator
Jim, good morning.
I had a headlight moderator on a Gold Wing and later on a BMW. Although
a few drivers complimenting me on it. Most seemed irritated by it,
especially if I was following them. A few, usually orientals, for some
reason didn't understand the flashing light and actually pulled off the
road. This doesn't make for good relationship with the public. I
finally took it off. Does it work? YES! I bought it about 10-15 years
ago. It wasn't a Kisan nor was it expensive. Maybe $40.00.

I put one on my Strom a few months back, and I think it helps
significantly. Other drivers seem to notice and watch me more than
before.
I do turn it off when I'm right behind another vehicle at a stop
light.

I started looking for a way to be more visible after being blocked by a car doing a u-turn on a narrow residential street and bashing up myself. My first 60W Kisan headlight modulator was the wire-in type. I wired it in with molex connectors for easy removal if need be, cause I reasoned the wiring was not failsafe with use of awkward connector terminals. It melted down with a 60w light, but I was local to Kisan, so drove down there for a free upgrade. I used the newer hi-wattage one ( also wired-in) for a couple of more years. I still have it, but bought the newer flat pack model that just plugs in, that they sell now. I love it, it's fittin' well enough for me, but it's a tight fit behind there and if you go full lock to lock on the handlebars you barely have enough room for everything to clear. You could call it the Elden Carl model because I thought they were so cool, i gave Elden one for his street KLR. Well he gave it back to me saying he didn't like it 'cause it didn't fit. But I like it and feel it has saved me, but you can't get overconfident. If Kisan will let you return it due to fitment problems, I'd say go for it. Just my $0.02. Would you like pesos or Euros?
