I wish I could report that the problem has been solved but it has not.
Briefly, the problem is power falling off at speed. More details are in my original post.
Several people suggested that I look more closely at the throttle slide diaphragm. Did that, and I can now say with complete confidence that neither the diaphragm nor cover is leaking.
Several suggested that the air filter is restricted. I tried a short run with no air filter, which produced a slight improvement but not a solution. (Topped out at 5300 rpm in fifth without the filer, and 5000 rpm with the filter.)
Fuel flow, valve timing, and ignition timing have all been checked and are ok.
I think the only thing still on the table that doesn't involve major engine surgery is restricted exhaust. Unfortunately, the only way I can think of to test for that is to replace the muffler with a known good one.
Anyone in the vicinity of Pittsburgh with a KLR exhaust system sitting in their garage?

If someone has already suggested checking these electrical components, I apologize for the repeat. If you have fuel and air, all you're missing is reliable spark. Just getting spark isn't always good enough. You want a strong spark. Replace the plug if you haven't done so already. Check the grounds. If you have not looked at your connectors for awhile, I'd pull the CDI and the ignition coil wire at the plug at the minimum (I'd pull all the connectors) and clean them with spray contact cleaner and physically remove any obvious corrosion with the eraser of a #2 pencil or whatever you can get in there with to clean the contacts. Then use bulb or "dielectric" grease on the pins to ensure future corrosion is warded off.
If that doesn't do it, I'd start swapping stuff with spares, or otherwise known good components: the coil and wire. The CDI, even the pick up coil. I think that's about all there is to the ignition system other than the switch and the stator/exciter coil (clean those connections as well.)

We have a diagnosis: Restricted exhaust.
I jury rigged a temporary straight through exhaust, and power is back to normal. Looks like I'm in the market for a new muffler.

new rear tire for sale-north central fla.
I have a new never mounted Kenda Trackmaster (13/90/17) KLR rear tire for sale. Anyone here on this list somewhat near to me that would like this tire for $40? They are $50 new + shipping. Maybe you're passing through north central Fla. and could pick this tire up?
I sold my KLR a few weeks back and have no need for this tire. I kept it in the event the last rear tire on there wore out. I was using a Kenda k257d (not highway legal). the Trackmaster is a legal version of the k257d
I bought the tire new this past summer and have kept it indoors (in a closet) so it's been out of sunlight, and it has a fresh DOT date on it
Hit me off list for this tire?
