Mine would quit running when I let off the throttle.  I think the problems you are having are basically based on the same thing..The carburetor has a plastic float valve...It's hard to adjust because it is plastic and has a tendency to return to its original form.  When I adjusted mine I used a Hot Air heat gun and after a couple of trial and errors It solved the problem...I think your float is set too low...you are running out of gas at the Higher RPM's...At the higher rpm's you aren't getting enough fuel to keep the bowel full enough to supply the Main Jet.......Kurt
