what is the best way to mount a Garmin GPS-V on a KLR.

Ram Mounts. Probably the best way to mount anything on your bike. Just my
2 cents.

gps mounts
I used the garmin bicycle mount on mine, but added a piece
of 1" OD Tygon as a filler, so it fits on the small
handlebar brace, right in the center, and is "adjustable"
up and down.
