The french driver was performed by Sacha Cohen (aka Ali G, Borat). If you haven't had a chance to take in an Ali G show, you're missing some wild off the wall humour.

nklr - homeowner's association problems - part 2
As a slightly different slant on this problem, it sure is nice that
so many of us live in homes, not cardboard or sheet metal shacks, and
the problems that we deal with are about where to put extra vehicles.
Kind of makes you appreciate what you've got.
