Brian,
I've been using Wolfman tank panniers for three summers. I cut elongated
holes in my tank shrouds for the front straps. The rear straps wrap
around the downtubes above the footpegs. Steve Rankin first set his up
like that and I copied what he did. Then he added fastex fasteners to
his straps so he can remove and reinstall the panniers quickly. So I
again copied what Steve did. I also use a Wolfman Explorer tank bag.
The two wide straps that connect the panniers to each other over the tank
are of course below the tank bag. I sewed my straps so they don't change
length. They work well, protect my legs just a little bit and hold
useful stuff. They aren't waterproof but dry pretty quickly once out of
wet weather. I have also emptied my panniers after a rain to help dry
everything but I don't think it's really needed where I live. Stuff
tends to dry out here fairly quickly. I don't think a water repellant
spray like scotchguard would make a lot of difference unless it was just
a sprinkle of rain. In a downpour while riding stuff is going to get
wet.
My left pannier contains my first aid kit and usually some chain lube.
The right pannier holds two spare inner tubes and a tire repair kit
including a 12v air compressor.
I think the aerostitch tank panniers are just a little bit larger. Bill
Keating used a set of them three summers ago on the GDR. I don't
remember if they are waterproof or not.
I sold a brand new set of the Wolfman tank panniers here last night. I
thought about keeping them for myself as the deal was fair but I don't
think I'm going to wear out the set I'm using. They hold up well and
I've put them through some interesting times.

or two of my set up and send them to you.
Oh, if you have long legs or sit well up on the tank your knees will
probably hit the panniers unless you have them mounted well forward.
Mine don't bother me at all.
