I bought some of these off Ebay, but after hooking them up, they don't
flash.
Can anyone help me out with correctly installing these so that they
flash when the blinker is on.

Are they lower wattage than the stock bulbs?
The flasher is a thermal flasher that depends on a certain load in
order to flash.
If you reduce the voltage you need to go to an electronic relay/flasher.
I don't have part numbers for you, but others might that have done LED
conversions.

mini turn signals
I believe they are lower wattage at 6W per bulb. I have an old stock
one rated at 50W.

YES, I'd really like to have it. I tried some LED signals and changed the
flasher to an electronic one and it still wouldn't flash.

klr handle bar risers
I am using the Eagle risers (7/8") with 'ATV High' bars. This combo is the highest you can go unless you use taller risers. All cables reach fine with minor adjustment except the choke cable but that was not a problem for me with the push to cancel turn signal/headlight switch which relocates the choke lever. A choke lever and bracket is available separately if you need to relocate it inboard using the stock switch housing.
