I mounted a GIVI top case plate to hold the E46 case I had from
another bike. I didn't want that big box to stick out to the rear too
far, so I mounted the plate a bit inboard so that it eliminates access
to the tool box.
Any suggestions as to where else I could store the tool bag? I try to
keep heavy items out of the top case, so I'd prefer not to keep the
tools there.

Alternately, I found a fanny pack for $12 at Wal-Mart that mounts
perfectly onto the front of the bike and provides dual cup holders too

Some folks have strapped a PVC tube to the front skidplate.
