Steve, Sounds like it's missing the oring on the screw. The friction on the oring helps keep it from moving, also seals the hole. Well, that was a big mistake, went out in the garage, and lifted the bike straight up and down, and the oil came up to past the top of the sight glass--thanks all, I didn't realize the sight glass was calibrated with the bike straight up and down, makes sense..so that will save the biek a trip to the shop.
I mentioned the bike has power to pull wheelies, I didn't mean I was riding wheelies, I only did one quickly, just meant the biek seemed to have plenty of power..lol.
So the second problem is quite real, with the problems starting, I will charge the battery overnight and see if that cures it--thanks everyone
