installing bar-end weights

The vibrations are getting a bit bad on the bike and I want to install bar-end weights. Left bar...no problem. But, what about the right side. It seems solid at the end..sometype of plastic cap. Does anyone know if you can just drill through it or how do I get the weight in without damaging the throttle?

The lack of any hard data on the ordinance being violated bothers me as well. The ordinance has to be cited on the ticket. These days most all state and federal law are available by searching the internet on the ordinance number.
