Right turn signal works fine. Left comes on solid and doesn't blink.
Looked at flasher/relay it buzzes and the contacts move but don't
cycle, works perfect for right signal. Tried auto flasher lights
came on solid and did't blink. Does anyone know of a different
flasher that will work? Dealer wants $29 for one. Or is it some
other problem?

If the flasher works for the right, then it should work for the left. There is some other problem in the LH signal wiring, bulbs, bulb sockets, or the L-R handlebar switch.
Those are thermal flashers, so the fact that it is buzzing tells me the it is seeing too low of resistance in the LH circuit. Low resistance would cause the element to heat faster to the point of buzzing. Added rsistance (more bulbs in parallel = lower resistance) is why vehicles with trailers sometime have turn signals that flash rapidly. Yours is to an extreme.
Look at the easy stuff first, like corrosion in the sockets.

turn signal
The right rear turn signal has broken on my 95 KLR 650, can I find a
new stem or should I replace the whole thing? The lens and bulb are
still fine, thanks in advance for any help. Tony (tightwad)

Dear Tony Tightwad,
Sorry to ruin your day but turnsignal stems for the KLR turn signals are not
available. Aftermarket turnsignals come with the stems and are about half
of what Big K wants for theirs. Aftermarket turnsignals look identical to
the OEMs.

need help! klr lever reinstallation
Seems it was mentioned you "might" need to loosen the rear engine
mounts to reassemble.
