Exactly. Higher coefficient of friction is what is needed to generate more braking power for the same braking effort. As long as the brake lever is not squeezed down to the handlebars there is nothing SS lines can improve. SS lines can only *change* the feel by possibly reducing some springiness in the system. Some flex in the brake caliper also contribute to "softness". Some softness in the brakes is good as it actually contributes to feel and control. Example of softness helping control can be found in automotive clutches. Springs are added in the clutch to soften and broaden the engagement range of the clutch pedal. Sometimes cheap rubber bushings are used. Often racers replace these with rigid blocks. The race modified clutch is very hard to modulate on the road or in off road conditions. On a paved race track it doesn't much matter, just dump the clutch and let the tires spin. A 2000+ Toyota Avalon takes this to extremes. Fresh off the factory floor its possible to push the brake pedal to the floor without great effort. But its also possible to lock the brakes with much less travel than that.
