To be done right, someone needs to volunteer to correlate all this and
make it available to the group. Members are responsible for formatting
it in a useful (and compact) fashion, for example:

WetLeather does this and the manager of the Roster has perl scripts that
split the plain text version into indexed HTML (by last initial), plain
HTML, pages for AvantGo, and a Palm-friendly address list.
WetLeather members armed with this info can go most anywhere in the
Pacific Northwest, with extensions to the Bay Area and Colorado, and
have a resource available should trouble crop up.
If there's enough interest, I might be convinced to manage the list, but
I won't have time to set it up for at least a month.

list roster (was "buddy list")
This sounds interesting. I'm in the process of learning MySQL with PHP (Perl works too). Would make sense to store the info in a database. Its all open source software. I'd be into helping out on something like this. I also do online mapping with MapServer (open source as well).
here's something I did. The interface is kinda hokey, but you get the idea.
