What are the legalities of this public land closure. I mean, do you get fined if you're on the land that has been closed? Is it just closed to vehicles, but not people? How does this work? I believe that it would be closed to motor vehicle traffic. It would be policed by whatever agency is responsible. i.e. BLM, Forest Service, etc. All of those agencies has their own law enforcement arms.

So far, horses are allowed in wilderness areas. Wheeled and motor vehicles
not.
