Reducing the flow to the crankshaft by restricting that oil gallery will increase the oil flow to the remaining areas. The idea behind drilling out the banjo holes is to increase the oil flow to the cams and transmission by reducing restriction/pressure drop. This will further reduce oil flow to the crankshaft, although likely by a very modest amount.
I think the US and some one or two third world countries still use the imperial system for measure. Science and much of US tech is metric also.
The mistake the US Fed made in trying to get Americans to convert was, IMO, to tell them that they should do because it was a good idea. They should have said it was a bad idea and they wouldn't allow the change to metric. The conversion would have been done by the end of the week.
