I used Permatex Permashield Gasket Dressing & Flange Sealer #85420. It is one of the very few gasoline tolerant gasket dressings on the market. It doesn't harden or bond parts together so is ideal for fuel tank flanges, petcocks, and those "have to do something" carb bowl sealing emergencies.   The petcock diaphragm surface seemed clean, flat and undamaged so put the blame onto the plastic spacer plate which also looked fine. I'm assuming that the plastic is old and deforming under pressure.
