Would this bike be a good first dual sport. It is 650 B2 and looks to be well cared for and taken care of. ??

Around here we'd all like to think that any KLR variant would make a great dual-sport bike, first or last.
Seriously, though: As long as it's been well taken-care of and the maintenance has been performed on a somewhat regular schedule, it will make a fine bike.
I would start by reading bigcee's FAQ: http://www.bigcee.com/klr650faq.html for in-depth information about... nearly everything.
The Tengai is a sought-after model. It'll get you some "street cred" amongst KLR aficionados.
