rpm's surging when up shifting / like power shifting

I have a 2003 klr 650 with 13,000 miles, a stage 1 Dynojet kit installed,no airbox mod, clean stock air filter. Bike ran great with this setup for last 2 yrs.Now bike starts easily, idles ok and pulls good up through the gears but when I pull in the clutch while closing the throttle to shift the rpm's continue to increase or surge up for a second then drop after I close the throttle. Checked that carb is getting plenty of gas from tank , choke is all the way off, throttle cables are adjusted correctly and are not binding. Carb butterfly always closes when throttle is released. I disasembled carb, cleaned everything and inspected both diaphragm's slide and air cut off and both seem to be in good condition and all jets are clean. Tested slide with vacume cleaner for suction and it opend and closed correctly when moving the throttle linkage. Youtube has some good video's on the KLR,cvk 40 carb or cv carbs and how they work mostly by Harley owners that use a keihin cv carb that was helpful.Reinstalled carb and no change. I also reduced idle as low as possible, ran it through the gears without the air filter to lean it out but still surging. Tried spraying starting fluid around carb area and exhast when bike was ideling cold for vacume leak but had no effect. Any ideas???

Is the engine actually revving faster or is the tach showing that the revs are increasing? If it's just the tach, could be a regulator/rectifier issue. If it's the engine revving, could be that the clutch is slipping a little under heavy load or it could be a timing issue between the left and right hands... da Vermonster

You might be on to something looking for a vacuum leak. How's the line to the petcock and the petcock itself? cam timing

Has anyone tried changing the cam timing for better performance? I spoke with a friend of mine about installing the 705 kit. His answer was, Why not just ajust the timing. This friend use to own a mc dealership and is someone who knows his stuff about engines. My thought was since it's time to check the valves. maybe I could tweek the cam timing a bit. My other question is,How much does the valve adjustment effect the performance. The reason I ask is, The old girl seems to have lost a bit of her power.
