What can I use to grab the inner key inside the fork tube to undo and
tighten the allen bolt on the bottom?
Does a 3/8 rachet head fit or what?
is any one year more valuable? better?

I just re-built my forks a few weeks ago, here's what I did:
1. Go down to the hardware store and buy 4 nuts that are as close to 24mm as
you can find.
2. Buy about 18" of All Thread that the nuts will fit on.
3. Tighten the two nuts on each end. Force them together so there on tight.
4. Place your new "Tool" down into the forks, use a wrench to twist the tool
while standing on a socket with the proper allan nut socket on it. Your
forks will come apart without too much trouble.
