Ok, different question about the JC Whitney tail box.
What are those two steel rails for that come included in the hardware?
I mounted mine this last weekend and I really like it, but I couldn't figure
out what those rails were supposed to do.

Is there a manufactures name on the box somewhere ?
Try calling the company direct, many companies will send out
replacement parts free.
Or call JC Whit direct ask for customer service and ask them what can
be done to aquire a replacement base.

A harmonic oscillation through the handlebars maybe? Like a guitar string.
You could play a tune.
