I grew up over there and rode motorcycles for eight years there, I feel that at least back in the 70's & 80's there was much more of a motorcycle culture. You could get mobile on a moped or bike before you could get a car licence. After the second war most people had motorcycles & outfits rather than cars so as people grew older they were still more bike aware, I agree roundabouts are safer than red lights though.
