Mandatory, from what I understand, if you go further than 50 miles from the border (or was it 100 miles? Been a while, I don't recall). If a policia pulls you over he'll likely ask for your proof of insurance. I was stopped by local police 4 times and was never asked for insurance. Insurance in a must however, unless you don't mind a Mexico jail cell. begining of this year and the only place insurance was obligatory was Costa Rica, where you must buy it at the border. I was stopped regularily by the Mexican Army and they never asked to see any documentation apart from my passport. They may search you looking for weapons. However, I saw the most insane drivers there. If I was to do that trip again I would have at least, the best medical insurance I could get. There are insurance offices on the Mexican side at B'ville but some will not insure motos.
