I road part of Hole In Rock in September. From Escalante to 25 Mile
Wash turn off, the road was being graded and in pretty good
condition with only average washboard.I turned off at 25 Mile Wash
and then had to park the truck (at 25 mile wash) because the road
was washed out, the ranger at had warned me he had heard it was
washed out. Unloaded the bike (XT350) and continued on through the
washout to a hike I wanted to do. Iffy weather made me abort the
hike about an hour later. I loaded the bike back in my truck and
drove to "Cat Well" where I unloaded again since the washboard was
getting to be too much for the truck. Between here and Dance Hall
Rock was probably the worst washboard I've experienced in Utah.
After that some of the washes had fresh mud and water along with
ominous looking clouds towards Lake Powell. It was getting late in
the day and until a car passed me I was the only one who had been
through the fresh muddy washes since the earlier rain. I was
concerned about the weather and decided to abort the trip since I
had no camping gear and didn't want to get stranded by a flash
flood. Hopefully the road will be graded by next year

Notom is now paved for for the first several (7?) miles. It was in
good enough condition for me to tow my pop-up down near Sandy Ranch,
where I ended up camping. Washboard was minimal and probably not
even noticed on a bike. Spent the next morning riding my bike in the
Henry's.
Heat:
Last year I did the White Rim Trail in early July. One suggestion is
to start your ride before sunrise which is what I did. You can
probably get in about 5 hours of riding before the heat becomes
unpleasant.
