there are probably a number of threads about this topic. If you want to
read a recent one, search for the subject
"klr camping, packing and luggage"
I asked a very similar question and had a number of very good answers.

The wolfman alfa system for the KLR is about as nice of a system that is available for the KLR. It works great with the top of the line luggage rack that arrowhead sells. It is a bit pricey but well worth it. Regards, John A17, R1100GS,03 GL1800> advance for you opinion. > MATT 04" >

I looked at those, but chose a set of TourMaster saddlebags that
failed miserably on a Labor Day weekend. I also have a set of the
Kawi bags that have held up very well, though are somewhat smaller.
My brother has the ChaseHarper Aeropac saddlebags and they've proven
to be very sturdy.
I'm looking at the larger more integrated touring bags like the
Revpak and MagsBags. These seem very durable and spacious. They
should also hold the tent, sleeping bag, and cook gear, as well as
clothes, tools and spares. Fortunately, I have some time to sort it
our as all of my trips will be in the cage for the next few months
(whiny b*stard #237).
I do like the Explorer tankbag, it's sturdy, has a great shape & size
and fits the KLR very well. Also, the TourMaster tail bag is
practical and has worn very well.

I have the Wolfman Alfa bag and Exlporer tank bag and like both of
them. It's good stuff and a good man stands behind it.
