klr650 water temperature

I am a new member and new klr650 owner, new 2000 model. Also I am an old rider with 40 years experience and 25 models owned including big singles. I expected vibration with my new klr but was pleasantly surprised until I got my 600 mile check at dealer. When I got the bike back vibration was terrible and I returned to dealer. Unkown changes improved vibration but now I think the bike is running hot. On highway the water temperature is ok but as soon as I make a couple of stop lights the fan is kicking on even in 60 to 70 degree air temperature. Is that normal for a klr650? What could of the dealer have done at the 600 mile check that would increase vibration and temperature? Any thoughts would be appreciated, I really like this motorcycle and am worried that it is not set up right and continued use like it is will harm it.
