question @ speedometer cluster

My speedometer/tach housing came loose this morning on the way to work. (Only 300 miles on it) Already talked to dealer about it. The question I have for all of you. Is there a back side cover to this housing or is the backside exposed to show the wiring and speedo cable connection? Just wondering if they forgot to put all the pieces together when it was assembled. Thanks, Robb
