Is really the mass that reduce the vibration and not just filling up the space. The heavier the handlebar and the less stiff it is, the less vibration. Lead being a heavy material would be the ideal stuffing. To keep things from rattling around and to put more weight in, I would use a torch to melt the lead and pour it into the handle bar. WARNNING: Aluminum alloy begin to loose its strength properties at around 300F. Lead melts at 620F. Melt lead only if you have a steel handle bar.
