This tube is the vent tube for the air box. Meant to equalize air pressure with out side atmosphere. The T mod other are referring to is a T-fitting added to a 1/4" vent line coming from the carb. The problem with this vent line from the carb was it would stop venting at any angle than horizontal. I've done this mod to 95 KLR and it solved a lot of problems.
