I think it is a smog device that is only on the 08+ models

speedometer problem
I have had the "Exact" problem you are experiencing. For some reason, the inner cable is too long and puts pressure on the speedo mechanism. Solution is to buy a whole new cable assembly or find a small washer to place between the upper cable housing and the speedo or the cheap (KListeR) way is to clip an 1/8th inch off the end of the cable and call it good. It is "not" a problem with the speedo or the drive unit... you can prove it by backing off the upper speedo cable nut a turn or two, there-by relieving pressure on the mechanical unit and taking it for a spin.
