Not exactly, at least for metric sized tires. If the two tires have the same aspect ratio, a wider tire will have a larger diameter. For example a 110/55 would have a smaller diameter than a 120/55 because the aspect ratio is the sidewall height divided by the tread width. So in order to get the same aspect ratio, if you increase the tread width, you have to increase the sidewall height. Since the wheel diameter stays the same, the only way to do that is to increase the overall diameter. Not sure if the same holds true for the old tire sizing system that uses inches.
