Hi Jeff,
As you descrided, I change my oil and filter, (i hold it vertical, rock it left and right to get every last drop out, takes a while) and add 2 fresh liters, run the engine and let it settle, and with the bike level and vertical check the site glass and the oil is alway at the top mark in the window. It burns some oil on the highway and from memory its 300 ml from the bottom mark to the top mark in the site glass so I am running with only 1.7 liters when its at the bottom mark but still in the site glass!!! Maybe I am too hesitant to fill oil past the site glass.

You don't say but I'm guessing you mean when you have two liters of oil
in the engine the oil is at the mark on the case next to the sight glass.
Am I close? If so... that's really about the 2 liter mark on my
engine. I've measured the oil as I filled the engine after an oil
change. I put in two liters and then ran the engine for a minute and
then let the oil settle. It was really near the mark on the case that
indicates 2.5 liters and full. Then I did another 250ccs of oil and ran
the engine again. Again I checked where the oil level was in the sight
glass. Finally I added the last 250ccs of oil to make it 2.5 liters and
the bubble in the sight glass was gone. So now I know if I see a bubble
in my site glass I can add a bit of oil if needed. So far my KLR doesn't
use any oil between oil changes at the longest interval I've done of just
over 1,700 smiles.
Also make sure your bike really is level and vertical when you check the
oil level. Having it on the side stand will give a false reading.
