tire %on %off ratios

Hi All, I just received my Dennis Kirk catalog and was looking at the tire selection when I realized I didn't know what the specification %on/% off means. If I had to gander a guess I would say it is a rating which compares the traction of the tire to both a 100% on road tire and a 100% off road tire. For example, a 80% on / 20% off would have 80% of the traction of a road tire and 20% of the traction of a off- road tire. Is this correct? How does one figure the ratio that is best suited for their style of riding? Thanks, Brad
