MG TC Floorboard packing strips

Hey Guys,
In Sherrill's book there is a drawing of how to layout plywood for cutting floorboards.  There are two "floorboard packing strips" in the layout.  My original floorboards do not have these installed and there is no info in the book regarding installation of same.  
Can someone who has installed these please tell me where they go?  They are too long to fit along the tunnel, and unnecessary along the outside of the floorboard and would make the floors run at an angle side to side.
I just don't see the need for these. Am I missing something?

Neil

The strip goes along the drive shaft tunnel. You have to cut the strip to allow a relief for the bolt

that connect the tunnel to the chassis rails.
