Kinda figured that might be the case, urban legends not based on science are hard to kill.

Torque is a function of maximizing BMEP which also depends on complete A/F ratio mix burning at stoichio. in order to maximize explosive event potential  (torque) at power stroke. I.e. > explosive event = > BMEP = > torque.

HP is a function of torque & RPM. It makes little sense to chase HP in a vintage engine, as this means maximizing RPM to gain HP. Better to chase BMEP & usable torque in usable, pre Red Line RPM range.
