What is the purpose of the felt material between the gas tank and the side
panels? What is a good substitute?
Thanks Bob

Bob:
It was supposed to stop vibration. Actually, all it does is soak up
moisture, cause rust on the side of the tank. Eventually it will rust a
hole in said tank. I had this almost happen too mine. I left the pads out
after this experience.

As Skip has said, it was a vibration damper. You wouldn't want to hear
those end panels vibrate.
Home Depot and others sell a blue woven fiber mat, for air conditioning
filters. (Oddly enough, it also looks just like the horsehair pad that
Moss sells for seat back padding). Other foam with adhesive backed
products available for weatherstrip sealing. You should be able to find
something suitable.

Hello Bob, Skip,
A bloke I know epoxied on his felt pads and then soaked them in
oil for that very reason.

David:
I opted to leave the pads out, and have not noticed any vibration or other
noise.
