Two TC Questions

Hi T-Typers -
Two queries to rattle your brain today:
1.) An XPAG was rebuilt (rebore, new pistons, rings, bearings, etc.) and
reassembled properly with assembly lube - and then sat for twenty years and
was never run. It has now been disassembled for inspection and cleaning and
is ready for reassembly - it is suggested the rings be replaced after
sitting compressed in the bores for twenty years - what is the concensus?
2.) Does anyone know difinitively (if thats possible) what is the original
form of the bushing between the rear fender/gas tank end panel? TC 3990 has
a bushing made of two thick rubber washers - one with an i.d. fitting the
shoulder of the bolt, the other with an i.d. fitting the smaller thread
dimension - these are sandwiched together (same o.d.) with corresponding
steel washers on either exposed end - the right stuff or creative ownership?
(Seems too engineered to be a home job, but you never know!)
