Front Valance hole

What is the purpose of the hole (mine has a rubber grommet on it) under the
radiator on the drivers side of the valance?

There should be 2 holes and they should have MG part S27/45 - "rubber ferrule for front splasher" fitted. The function is to stop the bottom of the radiator cowl fretting against the splash panel (valance). And what pray tell, oh guru of the garage, is the purpose of the louvers stamped into that valance? Perhaps to cool the front axle which has heated up from an excess of friction in the Bishop cam box?
