Charles,
When the ignition is turned on an the fuelpump has buid up pressure, the diafragm can't go back becouse of the pressure of the still unused fuel. When it is (the pump) not in the right adjustment it is possible that it still takes electricity , athough it should have shut this off becouse of the spring that pushes the diafragm back a little and the contact points in the pump should break the circle.
Also is it possible that the contact points have just made contact the last time the engine stopped, then there is a circle too.
