high rpm miss?

Basics, Correct me if I'm wrong.
Electrical, should happen at any RPM, OR BE INCONSISTENT. 
Air, too little (dirty filter) would would be a constant suffocation, the engine, BOGGING it down at higher RPM's.
GAS, The diaphragm or STICKY float could cause hesitations at high RPM, when MORE STEADY GAS NEEDED. (MISSES)
1st thing I would want to know is how CONSISTENT, IS THE MISS.
Is it like clock work, At same rpm, is it like the second hand, CLICK CLICK CLICK as you are riding along.
OR here and there, how often (AT THE SAME SPEED & RPM) is it steady? or varies?   
Air box? I tryed the drilling more holes in the top of the box, tested it a few days and then Plugged them with, fuse box hole plugs.
I did not see any missing, etc.
WAS THE PROBLEM SOLVED?

I had a Uni in my 09' and had no issues at all in nearly 18k miles. I'd bought some PJ1 foam filter oil and cleaner and after selling the KLR to get the Super Tenere, continue to use the claener & oil on my Briggs and Stratton lawnmower engine. If anything will stress test a foam filter, it's a lawn mower! LOL +1 on avoiding a K&N filter in a bike used anywhere near off highway (or on highway, for that matter.)
