Sometimes setting the sprocket hub down will dislodge this spacer and it will fall out. If you assemble the sprocket hub to the wheel hub without this spacer it may work ok for a while but eventually your bearings will be toast. That never happened to me. Certainly not in the middle of the Alcan 5000, costing me the lead. Nope. Never happened.
