Does anyone know why my 2003 KLR revs high when I switch gears? If I shift and hold the clutch instead of changing gears, it takes about 5 seconds to rev down to idle.

What speed does your engine idle at when it is warmed up? If your idle speed is too fast, this could cause your problem. Does changing your idle speed adjustment make any difference? Also if you have a lean mixture, this could cause it to idle erratically. Be sure you don t have a vacuum leak, either at the carb, intake boot, fuel petcock or vacuum lines. A partially plugged pilot jet could cause this too. Does your bike start normally? Make sure your throttle cable has plenty of slack (freeplay), you should be able to turn your handlebars to the far left and right without changing idle speed. You should have 1/8 to 1/4 freeplay on the cable at the grip.

Answering my own question ("What's the specified idle speed anyway?"): Cyclepedia says 1200-1400, at least for pre-08s.

Oops, sorry: 1200-1400 for 87-95, 1250-1350 for 2000-2007. Cyclepedia doesn't list carb specs for 1996-1999, I have no idea why.

Michael,
I think you have at least two different issues going on. First is the
poor running and now no start condition. Second is the neutral light
situation.
My guess from your description of an evasive slow is that you were
braking very hard. When you hit the binders gunk in the tank/float bowl
moved/got stirred up. As you continued to ride it clogged carb jet(s).
So for the no start condition I think the first thing I'd try if I was
working the issue is cleaning the carb jets by removal and visually
inspect them. Shouldn't take more than about and hour. I'm gonna guess
the pilot jet is clogged and the main/needle jet is mostly clogged.
If that doesn't fix the issue I'd probably check fuel flow from the
petcock and also check for spark with a spare sparkplug so I didn't have
to pull the plug in the bike.
For the neutral light I'm gonna guess you have disabled the clutch
switch. If that is correct I'd start with checking in that area. If the
wrong wires touch electrically it can put the neutral light on in gear.
I suppose it could be an issue with the neutral light switch but I
wouldn't look there first if I was working on the issue.
I was just thinking it would be helpful to know the year of the bike and
then saw you posted that in the subject. 2008 model KLRs had a recall
for harness issues. The poor running and no start condition are what
many report when they have a rub through in the main harness near the
steering head. If I recall correctly there are 6 areas that bear
attention on an 08 KLR. I don't have one so I've never had to mess with
an inspection. I think another area is under the seat and also under the
tank. It takes a bit of time and effort to inspect the harness but I'll
bet you could have a rub through issue. So now I'll suggest you have
three issues going on. : )
