Every time you change ANYTHING that affects the restriction of either the intake or exhaust, you need to re-jet to make sure you are getting the proper stochiometric mixture. I use a "Color Tune" kit.

UP KEEP! First thing it to get the most out of what you have. Air filter, plugs, oil change, TIRES!!!! When you look at the filter and say YUK, the it was way over time. Forget miles, every area you ride is differant, and as soon as the filter STARTS to get dirty, you start losing air flow. (High flow filters mean More dirt gets threw also.) Just a couple lbs low ai pressure and you lose, speed, use more gas ETC. When I met my EX back in 83 she had a 68 Chevelle, Big block 350 etc. you couldn't even "power brake " it and spin the tires. I tried explaining that it was every low on power and something was wrong, of coarse she took it as an INSALT. With out telling her, (she was gone shopping) I finialy did a FULL tune up on it. The filter was VERY DIRTY as was the carb, SO sticky the 4barrel didn't work. Later that night we went to dinner and leaving a stop sign she hit the gas, SCARED the crap out of her, the tires just started spinning, she was used to giving it alot of gas just to go. MANY add things to get more HP, but neglect the basics, and LOSE SOME PERFORMANCE!!!

As I am a total engine retard (I know not PC), why do some 650CC engines put out so much more HP
that the little 32HP of the KLR? For example an older BMW 650FS has like 48-50HP?
I know it's probably a stupid questions, but...................

The BMW specifications say 42 hp and the KLR specifications say 44 hp, so not much different.

Multi-Cylinder bikes can get even more, with the average 600cc inline four commuter bike putting out 80-100 hp.
