no vacuum

I went away for a week and came back to a bike that won't run. It's
not getting fuel. I checked the tank shut off by creating a vacuum
and it works fine. What can I do to the carburetor to make it suck ;-}

Open the bowl drain (small hex on bottom) and make sure the bowl is
filling. It can take a lot of start cycles to get things moving.
I'd try spraying starting fluid in the air box without the air filter
on. I doubt your carb is clogged after only a week sitting. When you
say no vacuum, put your finger or a vacuum guage on the hose coming
from the carb to the fuel actuator barb (petcock). Do you feel/detect
vacuum? If not, either the hose is compromised or you have internal
engine problems if you're not getting vacuum.

Damn, I got ripped off, my carb still eats gasoline (though the KLR can
get going pretty fast wehn launched off of a cliff)

I was wrong there is vacuum coming from the carb. I'm not getting fuel to
the spark plug though. Should there be fuel coming out of the carb drain
with the screw removed when cranking the motor?
