lowering the front?

I have lowered the rear of my 2008 bike by about an inch (home made
links) and was trying to lower the front as well. However, I cannot get
the tubes to slide up. I loosened up all the bolts on the clamps (four
on bottom and four on top), it looks like the tubes would go down but
not up. Am I missing something?

Same thing happened to me. Loosen everything and roll it into
something hard.
Incidentally, I also lowered my rear with links. Everything worked
well for the first 2 years but now I'm getting some wheel scuffing
that I'll have to address.

I've been playing around with the front end of my bike for a while,
now, and ran into the same thing. There's no reason why you can't
set the tubes higher in the triple clamps, it's just that there's a
fair amount of friction that makes it difficult to do. Twisting the
top tube back and forth while pulling up can help, but if that
doesn't work you'll need to take the caps off the tubes so that you
can fully compress the fork, then tap the bottom end with a dead blow
hammer.
Oh, and when you've gone too far and want to push the tubes back down
a bit, find a large socket that is roughly the same diameter as the
fork tube. Place it on top of the tube and then tap with your
hammer. That'll be nicer to the tube (especially if the cap is off),
and help make sure you don't whack the gauges.

I had the same thing happen on my 2003 KLR. I put a 2 x 4 block in front of the tire, pushed it several times and it finally came loose.

Yep, you haven't loosened the clamps that hold the top of the fork boots.
They look like black hose clamps.
