klr doesn't start right away.

The other day I bought an '01 ZR 750. It wouldn't run when I got home so I
drained the carbs. They were mostly full of water. As a matter of fact,
the whole tank was mostly water. I wonder with the high price of gas,
especially high test, if the high test gas is sitting too long in the gas
station tanks and getting water in it?
